Cale D. Horne

Cale D. Horne is a graduate research assistant at the Center and a doctoral student in the International Affairs Department at the University of Georgia. His work for the Center has focused on the development of the Nonproliferation Commitments, Capacity, and Compliance Project (NONPRO) to explore state capacity to comply with international commitments to nonproliferation. Mr. Horne is also a graduate research fellow with Project Civil Strife, which focuses on the collection and analysis of data on the strategic behavior of state and non-state actors throughout Southeast Asia.


Mr. Horne received his M.A. in International Studies (with honors) from the University of South Carolina in 2006. In 2000 he received his B.A. (summa cum laude) from Covenant College in Interdisciplinary Studies with concentrations in History, Philosophy, and Theology. Mr. Horne’s research interests encompass interstate and intrastate conflict and cooperation, ethnic conflict, proliferation, regime theory, and US foreign policy.
