Julia Khersonsky
Julia Khersonsky, Project Coordinator for CITS, graduated Magna Cum Laude in 1998 from the University of Pittsburgh with a Bachelor of Philosophy in Political Science with a Certificate in Russian and Eastern European Studies. After defending her senior thesis on “Radioactive Contamination in the Former Soviet Union” through the University Honors College, she subsequently completed her Master’s degree at the Elliott School of International Affairs at the George Washington University, where she concentrated on security policy and ethnic conflict resolution.
Ms Khersonsky took a position with the Nonproliferation Graduate Program, administered by the U.S. Department of Energy (DOE), and was posted at the Center for Export Control in Moscow, Russia, as a representative of the DOE Office of Export Control Policy and Cooperation. In Moscow, she served as a liaison between the U.S. National Nuclear Security Administration and the Ministry of Atomic Energy of the Russian Federation. Ms. Khersonsky worked closely with the Moscow office of the U.S. Department of Energy within the U.S. Embassy to provide technical and logistical support to the U.S. Nuclear Export Control Assistance and the Second Line of Defense Programs. Her areas of expertise include the Russian export control system, nonproliferation, and nuclear security.
