| Making colleges affordable In his final State of the Union address, President Clinton urged Congress to significantly increase spending on financial aid and offer tax breaks to make college more affordable. The centerpiece of Clintons higher-education proposals is a 10-year, $30 billion College Opportunity Tax Cut. When fully phased in, the incentive would give students and their families the opportunity of either taking a tax deduction or claiming a 28 percent tax credit for up to $10,000 per year in tuition and fees. International students entrance fee A new fee introduced by the Immigration and Naturalization Service could force new international students attending U.S. colleges and universities to pay a $95 entrance fee. |
