Institute of Government director will succeed Allan Barber as senior VP for finance

Henry M. Huckaby, who worked for 20 years in Georgia government, including four years as the state’s top budgeting and finance officer, has been chosen to be the new senior vice president for finance and administration at the university.
Huckaby, who has headed UGA’s Carl Vinson Institute of Government for the past three years, was chosen by President Michael F. Adams from among three finalists recommended by a committee that conducted a national search to fill the post. Committee Chair P. George Benson, dean of UGA’s Terry College of Business, said the committee received 64 nominations and recommendations.
Pending approval by the University System Board of Regents, Huckaby will assume the position July 1, succeeding Allan W. Barber, who is retiring June 30 after 34 years at UGA.
From 1991 to 1995, Huckaby was director of the state Office of Planning and Budget, the highest financial position in state government. Previously he served as executive director of the Georgia Housing and Finance Authority and director of the Georgia State Senate Research Office. He also served three years as director of the Georgia Department of Community Affairs.
“Hank Huckaby’s broad familiarity with state government, deep knowledge of state fiscal policy, and outstanding record in managing complex financial systems are precisely the experience and qualifications necessary to be the University of Georgia’s chief financial officer,” says Adams. “He brings exceptional professional competence and impeccable personal integrity to this job, and I know he will keep the university on the same strong financial footing that has been the hallmark of Allan Barber’s tenure.”
The senior vice president for finance and administration oversees all business operations at the university, including the divisions for budget, accounting services, banking and investments and human resources. The vice president is also responsible for the physical plant, public safety, university architects and facility planning, and other administrative services.
Huckaby joined UGA in 1997 as director of the Institute of Government. Among other initiatives, he has extended the institute’s training programs beyond the traditional boundaries of Georgia to assist government and education officials in other countries, including Ukraine, the Republic of Georgia and China. He has also strengthened the institute’s research emphasis and resumed a series of publications that focus on policy analysis and information.
Before coming to UGA, Huckaby was director of the fiscal research program at Georgia State University for two years. Before joining state government, he worked in educational administration, serving as assistant dean of admissions at Georgia State University and as registrar and admissions director at Gordon College.
He is currently vice chairman of the Governor’s State Policy Council for Children and Families and is on the national advisory board for the school of business at Clark Atlanta University. He is also on the board of visitors for UGA’s School of Social Work and on the Dean’s Council for Emory University’s Rollins School of Public Health.
