Whit Gibbons, senior ecologist at the Savannah River Ecology Laboratory and a founding member of Partners in Amphibians and Reptile Conservation, received an Environmental Merit Award from the U.S. Environmental Protection Agency Region 4. He accepted for PARC, which took the award for environmental, community and non-profit organizations.
PARC was formed in 1999 when more than 170 organizations and agencies came together to develop a comprehensive strategy for long-term conservation of amphibians, reptiles and their habitats. Participants include representatives from universities, nature centers, state wildlife departments, federal agencies, forest product companies and pet trade organizations.

James B. Hogan, research project coordinator with the Carl Vinson Institute of Government, has been reappointed to a second term with the National Commission for Certifying Agencies, the accreditation body of the National Organization for Competency Assurance.
Hogan, who conducts program performance measurement studies for Georgia’s state agencies, brings technical measurement and psychometric expertise to the Commission, which is responsible for revising the standards used to accredit certification organizations. The NCCA is the only national accreditation body for private certification organizations in all disciplines and their standards exceed the requirements set forth by the American Psychological Association and the U.S. Equal Employment Opportunity Commission. The NOCA is a membership organization of organizations and individuals interested in occupational and professional standards and credentialing activities.

Ruth Ann Lariscy, associate professor of public relations, and Spencer Tinkham, professor of advertising, are authors of an article selected as “Best Article” in the 1999 issues of the Journal of Advertising. The article is titled “The Sleeper Effect and Negative Political Advertising,” and the research was funded by the James M. Cox Jr. Institute for Newspaper Management Studies, directed by journalism professor Conrad Fink. The award, sponsored by the American Academy of Advertising and selected by the JA editorial board, is publicly awarded at the AAA’s annual conference. The authors receive a bronze plaque and a cash prize.

Karen Watkins, professor of adult education and interim director of the College of Education’s School of Leadership and Lifelong Learning, will receive the Distinguished Graduate Award from the University of Texas’s College of Education May 26 in Austin, Texas.
Watkins, who also directs graduate programs in human resource and organizational development, is being recognized for her success in a number of major leadership roles and responsibilities. In addition to being named the 1998 Outstanding Scholar of the Year by the Academy of Human Resource Development, she also was lauded for providing the field with a research-based set of theories and practices that have influenced how HRD professionals think about and study learning in organizations.
