Ledbetter chosen to lead Carl Vinson Institute of Government

Board of Regents of the University System of Georgia. The appointment became effective Aug. 13.
Ledbetter has extensive experience with public policy making, analysis and administration. Since 1995, he has worked as executive director of the Georgia Health Policy Center, created under the auspices of the Georgia Coalition for Health, a private, non-profit organization. Under Ledbetter’s leadership, the center grew from a small support arm of the Georgia Coalition for Health into a major research center operating within the Andrew Young School of Policy Studies at Georgia State University. Prior to his work with the Georgia Health Policy Center, Ledbetter served for 12 years as commissioner of the Georgia Department of Human Resources, the state’s largest agency. As chief executive officer, he directed more than 100 programs addressing issues of mental health, substance abuse, public health, rehabilitation, public welfare, social services and aging, and implemented a number of major initiatives. Before he was promoted to commissioner, Ledbetter served as director of the Division of Rehabilitation within the Department of Human Resources.
Ledbetter holds a doctorate in rehabilitation counseling from UGA, as well as a master’s in counseling and guidance from Stephen F. Austin College in Nacogdoches, Texas.
“Dr. Ledbetter has an excellent sense of the dynamic of Georgia’s local and state governments though his long experience in managing public health and human services agencies,” says Art Dunning, vice president for public service and outreach. “We’re very pleased to have him heading the Vinson Institute.”
The Vinson Institute has been part of the university’s outreach program for more than 50 years. Its chief objective is to improve the understanding, policy making and administration of government. The institute also works with UGA’s department of political science in administering the master of public administration degree program.
