NRC recommends child-cloning ban
The National Research Council has called for Congress to pass a federal law prohibiting scientists from using cloning technologies to create a child. The council, which is often asked by the government to provide advice on scientific issues, stated that scientists should still be allowed to use cloning to create stem cells for research.
The group explicitly did not look at the ethical implications of the research, but rather solely at the scientific and medical aspects of cloning. This marks the first time the group has proposed a legal ban on a scientific endeavor.

More funds proposed for HBCUs
The Bush administration wants to increase federal spending by 3.6 percent, or $12 million, for colleges that are historically black or that educate many Hispanic students.
The proposal was announced at the ceremony marking the birthday of Dr. Martin Luther King Jr., and is intended to support institutions that offer minority and disadvantaged students opportunities through education.
