Minority admissions in California
The University of California system abandoned affirmative action in 1998. This year the system admitted more minority students than it had admitted under the former race-based admissions policies. The gain did not apply equally to all campuses in the system, however.
Of the 48,369 students admitted for fall enrollment this year, 19.1 percent were from underrepresented minorities, such as Latino, black or American Indian students. That is a gain of 18.6 percent over last year and 18.8 percent over 1997, the final year of race-based admissions. The more competitive schools within the system did not experience the same gains.
New student-visa rules announced
The U.S. Immigration and Naturalization Service has adopted a new policy regarding applications for change in visa status for foreign citizens visiting the United States. Effective immediately, visitors will not be able to begin college course work until they have obtained a student visa. Under the earlier policy, foreigners in the United States on tourist or business visas could begin coursework immediately upon applying to change their status to a student visa. Now they will have to wait until INS has processed their application. The INS says it will attempt to process such applications within 30 days. Foreigners who have already begun college courses under the old policy will not be affected by the change.
