University Council adopts calendar for 2003-04 school year

In its final meeting of the academic year, the University Council approved creation of three new centers for specialized study, adopted a calendar for the 2003-04 academic year, and rejected an attempt to delay implementation of the university’s new parking plan until it receives council approval.
The council approved creation of the Center in Nanoscale Science and Engineering, the Center for Crisis Management, and the Peabody Center for Media and Society. A new department of educational administration and policy also was approved in the College of Education.
The 2003-04 academic calendar was developed in collaboration with the Clarke County school system to ensure that UGA’s spring break from March 8-12, 2004, coincides with the local schools’ spring break.
Several council members criticized the university administration for not sending the new parking plan through normal faculty governance procedures of review by council committees and the full council. Hank Huckaby, senior vice president for finance and administration, said the administration is “not insensitive” to faculty governance, and the plan was discussed at two meetings of the council’s Facilities Committee. But tight time constraints required swift action to put the plan into place for this fall, Huckaby said.
A resolution to delay implementation of the plan until it is approved by the council was defeated by a 37-34 vote.
In other action, the council:
• Approved a proposal to allow the School of Law and the School of Public and International Affairs to offer a joint JD/MPA degree.
• Approved new majors in marine science and in agriscience and environmental systems.
• Gave final approval on second reading to amendments to the council’s statutes and bylaws. The amendments clarify the purpose and functions of the council’s Committee on Intercollegiate Athletics, and add a staff member and a student to the council’s Strategic Planning Committee.
