Funding for minority colleges
The Bush administration plans to propose for fiscal year 2004 an increase in funding by 5 percent for programs at historically black colleges as well as colleges with a large Hispanic enrollment. Federal programs that award grants to institutions serving black and Hispanic students, such as the Strengthening Historically Black Colleges and Universities Program and the Developing Hispanic-Serving Institutions Program, will be eligible for the increase.
Academic freedom in time of war
The Association of American Universities is urging institutions to remain committed to academic freedom despite the threat of war. The association says that while there is no evidence that the commitment to academic freedom has waned, political leaders sometimes exert pressure on colleges to crack down on dissent during times of conflict. With an increased number of protests and rallies occurring on college campuses, administrators should reaffirm their support for academic freedom and open discussion about world events and politics, AAU officials said.
