UNC ponders controversial plan
The University of North Carolina is considering a proposal to increase the number of out-of-state students its campuses may accept. This plan would raise the limit from 18 percent out-of-state students to 22 percent.
Supporters of the plan say the change would result in a higher number of superior out-of-state students, such as National Merit Scholars, National Hispanic Scholars and National Achievement Scholars. Some residents of North Carolina do not support the plan because they feel that the public universities should serve North Carolina taxpayers.
Oregon offers variable tuition
Starting last year, the University of Oregon instituted variable tuition rates. Students received a 15 percent discount on credit hours for classes before 9 a.m. and after 3 p.m. Approximately 32 percent of the students took classes at the less-expensive times. Part-time students were most likely to benefit from the variable rates. The university projects the policy will save students a total of $1.5 million in 2003-04.
