Worth repeating
Last month policy framers from the Democratic Peoples Republic of Korea (North Korea) and leading U.S. experts and policy advisers attended a forum hosted by UGA. Han Park, director of UGAs Center for Global Issues and forum moderator, made these observations at the end of the informal talks:
This is not an agreement but a prevailing sentiment that I can summarize as follows:
One, the forum dealt with a number of issues regarding the crisis over the North Korean nuclear program. The forum succeeded in exploring a number of issues and facilitating exchange of views and analyses from all participants.
Two, the forum focused on developing ideas in designing an architecture that might be useful as a recommendation for the upcoming meetings in Beijing expected to take place in mid-December.
Three, the forum recommended that a comprehensive package deal be based on the principles of simultaneous actions and incrementalism or block-building in designing the architecture.
Four, there are a number of areas of concern or demands that may be put forth by either side, but the forum recommended that essential steps be taken in providing security assurance to North Korea in consonance with eliminating nuclear programs by the DPRK. As a security architecture and a comprehensive package are framed and the process of implementation begins, North Korea shall take steps simultaneously toward eliminating nuclear weapons programs. Specific ideas and designs are discussed but the forum agreed to let the participants use them as needed rather than developing a joint formula.
Five, in framing security assurance multilateral issues must be considered but bilateral concerns involving the U.S. and the DPRK must be addressed first. Bilateral negotiations should be facilitated in conjunction with the multilateral context.
Six, the forum valued direct dialogues and communications between the DPRK and the U.S. at all levels in both government and non-government sectors.
