Two new faculty members are joining the university's Vinson Institute of Government this quarter. Henry M. Huckaby has been named director, effective Oct. 16, and Michael L. Thurmond, former director of the Georgia Division of Family and Children Services, joined the institute Sept. 1.

Huckaby is currently director of the Georgia Fiscal Research Program at Georgia State University. The program provides public finance research and analysis to state and local governments.
Prior to joining GSU in August 1995, Huckaby was director of the Office of Planning and Budget for the state of Georgia.
"We could not be more fortunate than to have someone with Hank Huckaby's experience and expertise to lead the Vinson Institute of Government," says S. Eugene Younts, UGA vice president for services and outreach. "His background of providing assistance to local governments and at the state level makes him an ideal candidate to continue the Vinson Institute's long tradition of helping governments throughout Georgia."
Huckaby succeeds Melvin Hill, who returned to the faculty in 1996 as the Robert G. Stevens Jr. Senior Fellow in Law and Government. Sam Mitchell has been serving as interim director of the institute.

Thurmond will be the inaugural Harold F. Holtz Jr. Distinguished Practitioner/Lecturer. He will lecture and direct research and public service in the area of human services during the two-year appointment.
Following his 1994 appointment as DFACS director, Thurmond guided the overhaul of Georgia's public welfare system. His approach shifted the program from income maintenance to employment, helping 50,000 adults move off welfare and saving $123 million in tax dollars.
