New associate vice president named

Loretta Harper begins as personnel director January 4

Loretta F. Harper, who has held top human resource positions at two large state universities, has been chosen to be the new associate vice president for human resources at the University of Georgia.
Harper, currently associate vice chancellor for human resources at North Carolina State University, will succeed Carlton M. James, pending approval by the University System Board of Regents at their November meeting. James will retire from UGA in December after 32 years. Harper’s appointment will be effective Jan. 4, 1999.
Harper has also been director of personnel services at Georgia State University, where she earned a doctorate in higher education administration. She also holds a master’s in business administration and a bachelor’s in management from Georgia State.
“Dr. Harper is highly qualified to provide leadership in human resources at the University of Georgia, and we are excited about her acceptance of this important position,” says Allan Barber, senior vice president for finance and administration.
The search committee for the position was composed of Clyde Anglin, Mary Frasier, Robert Bugbee, Opal Haley, Tom Russell and Hubert Parker.
As associate vice president, Harper will be responsible for all UGA personnel-related programs, including staff recruitment, classification, compensation, insurance and other benefits, retirement plans, and training and development. She will oversee a staff of 48 that administers more than $100 million annually in benefits.
At N.C. State, where she has held her current position since 1994, Harper oversees recruitment and employment, payroll, classification, wage and salary administration, employee relations, benefits administration, and training and development.
Harper joined N.C. State in 1992 as assistant vice chancellor for human resources. She has worked on committees handling such internal university matters as crisis management, group insurance and benefits, administrative computer services, strategic goals and medical surveillance.
She is a member of both the African American Advisory Council and the Council on the Status of Women.
She is co-author of a book on quality teamwork in a diverse workplace and a book on sexual harassment in the workplace.
A member of several professional organizations, Harper is a certified mediator through the Atlanta Justice Center and a certified benchmarks trainer through the Center for Creative Leadership.
She has received a number of awards, including a 1997 award from the College and University Personnel Association for a human-resource information system and a 1998 award for internal communications from the Southeast district of the Council for the Advancement and Support of Education.
