Once upon a time, Russell was the newest residence hall on campus . . .

. . . and until the new East Campus residence hall complex is completed in 2003, Russell Hall—built in 1967, as was McWhorter Hall—will remain the newest dorm on campus. The housing drought was a consequence of UGA being able to service its 1960s-1970s enrollment with existing facilities and the state trying to improve its financial standing by eliminating bond programs for expensive projects such as residence halls. The East Campus complex represents a new way of financing and fast-tracking such projects under the auspices of UGA's new Real Estate Foundation. (See article)
