As the Stephens Fellow at the Institute, Hill seeks to promote improved policy making and administration in institutions and systems of higher education and to build stronger linkages between the academic resources of public colleges and universities and the needs of state policy makers and the general public. To these ends, Hill organizes and conducts an annual conference on Higher Education and the Law, and serves as the editor of the Journal of Higher Education Outreach and Engagement, published by the Institute of Higher Education and the Office of the Vice-President for Public Service and Outreach of the University of Georgia.

From 1983 to 1996, Hill served as the director of the Carl Vinson Institute of Government, overseeing a broad program of instruction, research, and technical assistance for state and local officials, educators, and citizens at large. From 1979 to 1982 he served as the staff director of the Select Committee on Constitutional Revision of the Georgia General Assembly.

Hill is the author of numerous articles and monographs on legal issues relating to the structure and processes of state and local governments in a democratic society. His most recent work is Home Rule in America: A Fifty-State Handbook, Congressional Quarterly, Washington, D.C., with Dale Krane and Platon N. Rigos (2001). Hill has helped to shape public policy debates abroad as well as in Georgia, serving on commissions and delivering lectures to a wide range of European audiences. His work in Ukraine, for instance, was recognized with an honorary diploma from Uzhgorod State University in 2001. At IHE, Hill teaches Higher Education and the Law.
