Professor Morphew's research agenda focuses on issues related to institutional diversity, chiefly those linked to state policy and governance. He is particularly interested in state and institutional policies related to interstate exchange through programs such as the Western Undergraduate Exchange coordinated by the Western Interstate Commission on Higher Education, or the Academic Common Market devised and coordinated by the Southern Regional Education Board. At the heart of Professor Morphew's work is a focus on institutional mission and the coordination of state higher education efforts to ensure the most efficacious use of public resources within and between states. This represents a novel approach to understanding the higher education marketplace-one that increasingly transcends state boundaries. Embedded within this work are his central interests in higher education systems and the identification of barriers to regional arrangements that acknowledge dramatic demographic shifts and the disparate funding and structural realities across state higher education systems. This agenda represents a very progressive approach to understanding state policy issues relating to the provision of public higher education-an approach that has begun to define a new model for understanding state level public policy.

In his orientation to state policy and his achievements in that and related areas, Professor Morphew brings a much needed dimension to the Institute and is crucial to our policy efforts and our commitment to become the outstanding center for higher education policy in the United States. Scholars who study state policy in higher education are actually quite rare, with much state policy analysis occurring outside universities in non-academic policy centers and think tanks.

Professor Morphew's articles have appeared in many competitive journals such as the Journal of Higher Education, Review of Higher Education and in Higher Education in Europe and Higher Education Policy. Professor Morphew has also published six chapters in books published by Jossey-Bass, Kluwer Academic Publishers, and leading university presses. He currently serves on the editorial board of the Review of Higher Education for the Association for the Study of Higher Education. In 2004 he served as co-chair for research and scholarly papers, Division J, of the American Education Research Association.and has also served as a member of the ASHE-ERIC Editorial Board.

Professor Morphew has been an associate of the National Center for Public Policy in Higher Education, a Salzburg Seminar fellow, and a Western Interstate Commission for Higher Education/Ford Foundation Policy Fellow. He has also built an international reputation as manifested in a half-dozen invited international presentations in China, Brazil, Portugal, and the Netherlands.
