IHEnews Institute of Higher Education
We have been gratified by the positive response to our first IHEnews! We received many favorable comments, and we are glad that so many of you have enjoyed hearing from us. We were especially happy to see contributions for the Alumni News column.
Some Institute friends wanted to know who's responsible for the newsletters. They are a project of the IHE Communications committee, headed by Dr. Libby Morris. Committee members are Delores Wallace, Educational Program Specialist, and Kate Wrightson, doctoral candidate. April 5th will be a special day on the UGA campus. At 1:30 pm in the Chapel, President Adams and Provost Holbrook will address students, alumni, friends, faculty, and other associates who have enjoyed a relationship with the Institute of Higher Education or Meigs Hall over the years. President Adams will discuss the importance of restoring historical buildings on campus and will introduce members of the Meigs family who may be able to be with us for this occasion. Provost Holbrook will briefly address the importance of Meigs Hall as a center for teaching and learning on North Campus.
After the program in the Chapel everyone will be invited to a ceremony in front of Meigs Hall, where President Adams and Provost Holbrook will be joined by Professor Zell Miller, Representative Louise McBee, Dr. Fincher, and, hopefully, members of the Meigs family for the official ribbon cutting. A reception will then be held in Meigs Hall and all guests will have the opportunity to visit the various classrooms and offices, and to enjoy information and materials that will be on display.
The day will end with a presentation by Professor Fred Stephenson at 3:00 pm in Room 218. Professor Stephenson has edited a book containing short chapters written by recipients of the Josiah Meigs Award for Excellence In Teaching. In this unique publication, these outstanding teachers discuss their views and values about teaching with vivid stories of how both their minds and hearts connect to this important human activity. Professor Stephenson, a Meigs recipient himself, will summarize many of these accounts and share some of the common themes that emerge from this collection of ideas.
All members of the campus community, as well as friends and alumni of the Institute, are invited to the events of this special day. This will be an historic event for the Institute of Higher Education, and for all those who have been associated with this teaching, research, and service unit over the past 35 years. Accountability and Financial Support of Higher Education
The Institute of Higher Education will present a conference on the topic of "Accountability and Financial Support of Higher Education" from May 31 to June 1, 2000, at the University of Georgia.
This conference of educational and political leaders will focus on accountability in higher education versus the need for higher education to remain independent and free from political interference.
Most would agree that the public expects all agencies receiving tax dollar support to be responsive to accountability requirements from legislative funding sources and, by extension, from the taxpayers themselves. However, unreasonable controls imposed by funding agencies can threaten higher education's rightful need for autonomy, particularly when the purse strings are involved. The issue is one of balance: how do we have accountability in public higher education without undue political interference, and what reasonable assessment approaches might higher education propose that are responsive, but also protective of academic freedom and independence?

Annual Conference on Higher Education and the Law
Mark your calendars for the 31st Annual Conference on Higher Education and the Law, sponsored by the Institute of Higher Education of the University of Georgia.
The conference will feature a continuing discussion of important legal issues currently facing university presidents, provosts, deans, department heads, personnel directors, student affairs officers, judicial affairs officers, university attorneys, professors, and others engaged in the higher education enterprise.
Running Monday and Tuesday, July 17-18, 2000, the conference will be held in the Georgia Center for Continuing Education, University of Georgia, Athens. Conference brochures will be mailed in early May.

Dr. James Downey, former President of the University of Waterloo (Canada), is currently a visiting professor in the Institute. He received the Ph.D. in English Literature in 1966 from the University of London, where he was a Rothermere Fellow.
Dr. Downey joined the faculty of Carleton University in 1966. While at Carleton, he also began his administrative career, serving as chair of the Department of English, Dean of Arts, vice president (academic) and president pro tempore. In 1980, he became president and vice chancellor of the University of New Brunswick, and in 1992 was elected the fourth president of the University of Waterloo.
Dr. Downey has received honorary degrees from the University of Maine, Memorial University of Newfoundland, and the University of New Brunswick. In 1985, he received the Bicentennial Sterling Medallion from the University of Georgia and was named a Fellow of the University in recognition of his distinguished scholarly and professional achievements.
Presently, Dr. Downey is Professor of English at the University of Waterloo. His visit to UGA takes place between February 7 and March 31, 2000. Nestor Munoz (1988) teaches at the Universidad Ezequiel Zamora in the Guanare State of Portuguesa, Venezuela. He has written five books, including the history of Universidad Ezequiel Zamora. His son Miguel attends Gordon College in Barnesville, while his son Carlos finishes college this year.
John Lough (1997) has been promoted to Vice President at Branch Banking & Trust. He manages the BB&T Banking School in Winston-Salem, North Carolina, which gives middle managers an exposure to the broader financial services industry. He is also a Senior Instructor at BB&T University teaching various business and writing courses.
Jon Burke (1997) writes that his time at IHE "has helped me become a knowledgeable participant on campus and in our Kentucky Community and Technical College System, in program development, academic advising, distance education, and a variety of other initiatives." He is Dean of Students at Elizabethtown Community College.
Leigh Guthrie (1999) is an educational consultant at Freddie Mac, where she develops curriculum and runs assessments of education in the secondary mortgage industry. She also teaches at Strayer University, leading classes in writing and communications.
Jim Eck (1997) and his wife Wendi announce the birth of their first child, Harrison James, on July 26, 1999. He is the director of Institutional Research at Samford University in Birmingham, Alabama.
Walt Plexico (1980) has been appointed the Dean of Instruction at Wilkes Community College in Wilkesboro, North Carolina.
John Fleischmann (1990) is the College Administrative Officer of the College of Education at Georgia State University, in Atlanta.
John Albright (1990) is the Senior Associate Director of Admissions at UGA. He suggests that we provide a reading list of recent influential articles and books; we'll provide one in a future issue, John! If any readers have suggestions for such a list, please let us know.
