The Office of International Public Service and Outreach hosts a significant group of international students under the Edmund S. Muskie & Freedom Support Act Graduate Fellowship program; the Training, Internships, Exchanges and Scholarship (TIES) program with Mexico; and private sector support from the Rob Fowler Fund of the Community Foundation for Newton County. The Muskie Program provides scholarships for students from the 15 republics of the former Soviet Union to study for Master's degrees at U.S. universities. During the 2007-2008 academic year, Muskie students were studying Agricultural Economics, Journalism, and Public Health at UGA. In terms of national origin, Muskie students come from Armenia, Georgia, Uzbekistan, Ukraine, Kazakhstan and Russia.
Another U.S. sponsored program is the TIES program with Mexico. President Bush and President Fox of Mexico initiated the TIES program to build partnerships between U.S. institutions of higher education and colleges and universities in Mexico to strengthen human capital development. IPSO coordinates two TIES programs in partnership with UGA faculty. TIES I is entitled "Universidad Veracruzana-University of Georgia: A Partnership for Rural Economic, Educational, and Human Capital Development" and involves faculty and students studying in Agricultural and Applied Economics, Food Science and Technology, Housing and Consumer Economics, and Middle School Education. TIES I partnership is with the Universidad Veracruzana in Xalapa, Veracruz, Mexico.
TIES II is entitled "Teachers Training Teachers: A Mexico-US Higher Education Partnership to Improve Science, English and Mathematics Pedagogy" co-directed with Martha Allexsaht-Snider and David Knauft. IPSO's partnership institutions are Universidad Pedagógica Veracruzana (UPV) & Benemérita Escuela Normal Veracruzana (BENV) "Enrique C. Rébsamen" in Xalapa, Veracruz, Mexico. TIES Phase II students are studying Math, Science, and English As a Second Language (ESOL), in the College of Education.
IPSO also hosts exchange students from the Pan American School of Agriculture, also known as Zamorano, in Honduras. UGA has had a partnership with Zamorano for student exchanges and collaborative research for many years. Rob and Jean Fowler also have had a long-standing relationship with Zamorano and they asked IPSO to arrange an internship for two students from Zamorano for the spring semester 2008. Support from the Rob Fowler Fund of the Community Foundation for Newton County brought Javier Mantilla Compte (Ecuador) and Juan Carlos de Leon (Guatemala) to UGA for internships with Dr. Paul Thomas in Horticulture and Kay A. Remar, Small Business Development Center.
Since international students make a significant contribution to the teaching, research and public service mission of the university, IPSO organized an International Student Achievement Reception to recognize students hosted by the office. Faculty mentors, advisors and friends also joined in the achievement recognition.

Dr. Paul Thomas, Professor of Horticulture, provided academic and practical guidance to Juan Carlos de Leon Comte and Javier Mantilla Compte during their internship at the University of Georgia. Juan Carlos and Javier visited the horticulture industry in Georgia with Dr. Thomas and learned about the impact of the drought on the industry in Georgia. Dr. Thomas encouraged Javier Mantilla to apply to the Graduate School during his internship at UGA.
