Twelve sister and peer institutions were identified as leading institutions in the area of international outreach, education and engagement and invited to participate in a research survey "Best Practices of International Public Service and Outreach." Data were compiled from a survey instrument, telephone interviews and literature review. Questions related to program development, resource allocation, funding, and standards of excellence of international outreach projects.

The goal of the study was to understand the standards of quality in international outreach programs, to understand the benefits of these programs to the institution and the community at large, and to communicate these benefits through analysis of lessons learned and challenges faced. At a time when international outreach and engagement are becoming strategies for internationalizing the university, it is important to understand what has worked and what has not, especially in the current global political and economic environment.
