Access to and use of UGA computing and networking facilities by organizations not directly affiliated with the University must involve work to be performed that relates directly to or is in support of UGA or University System of Georgia (USG) sponsored activities. The most common examples of these activities are cooperative research, service or instructional agreements between units of the University and governmental agencies (e.g. the U.S.D.A., E.P.A. or U.S. Forest Service), commercial sponsors (e.g., incubator programs such as the Synergy or Georgia BioBusiness Centers) or USG satellite programs (e.g., the MCG School of Nursing). When campus network connectivity is provided under these circumstances it will be to provide access to those information resources available at UGA that are vital to collaboration or to facilitate communication between the parties involved.

In general, UGA will not function as an Internet service provider (ISP) for non-UGA organizations because the institution does not wish to compete with commercial ISP offerings. However, the University is willing to provide ISP services for those non-UGA organizations that can demonstrate significant involvement in undergraduate instructional programs either at UGA or within the University System with appropriate unit sponsorship. Organizations carrying out extensive research or service activities will not be allowed to use the University's connection to the Internet, but can connect to the campus network for the purpose of accessing those UGA information resources for which they are authorized.

Whether a non-UGA organization connects to the campus network to only access UGA resources or also uses it to access to Internet resources, the organization must pay the same connectivity fee expected of UGA units. It is responsible for any capital expeditures for networking hardware, software and cabling to connect to the UGA network.
