SANFORD BISHOP, KATHRYN COSTELLO TO SPEAK AT UGA FALL COMMENCEMENT

ATHENS, Ga. -- The University of Georgia will hold fall semester commencement Dec. 18 with Georgia congressman Sanford Bishop Jr. speaking at the undergraduate ceremony and Kathryn Costello, senior vice president for external affairs at UGA, addressing graduate students.

The ceremonies, to be held in Stegeman Coliseum, will be for students who completed requirements for degrees at the end of summer or fall semesters. The ceremony for students receiving bachelor’s degrees will be at 9:30 a.m.; exercises for students receiving master’s, doctoral and specialist degrees will be at 2:30 p.m.

This will be the first of two commencements UGA will hold during the 1999-2000 academic year. Students who complete degree requirements at the end of spring semester 2000 will receive their degrees May 13. UGA began holding two commencements in each academic year after switching from the quarter system to the semester calendar in 1998.

Bishop, of Albany, is in his fourth term representing Georgia’s second congressional district, which includes 31 counties in the middle and southern part of the state. Prior to being elected to Congress in 1992, he served in the Georgia House of Representatives from 1977 to 1990, and in the Georgia Senate from 1991-1992.

Bishop, a co-sponsor of constitutional amendments to require balanced federal budgets and to protect the U.S. flag against acts of desecration, has been a strong supporter of welfare reform. He has helped sponsor and support bills to strengthen veterans’ health care, maintain defense spending, reform the federal crop insurance program and crack down on underage tobacco sales. Bishop has also helped bring more than $750 million in federal funds to his district for economic development, flood relief, highways and transportation, health care, agriculture and education.

He is a Democratic Whip at-large and is co-chair of the House Peanut Caucus and the Forestry 2000 Task Force. As a member of the House Agriculture Committee, Bishop serves on a subcommittee that deals with commodity futures, crop insurance, agricultural biotechnology and farm products such as peanuts, tobacco, sugar and honey. He is principal sponsor and author of the current peanut program law. He also serves on a subcommittee that oversees programs and markets related to cotton, wheat, feed grains, soybeans, rice and dry beans. The subcommittee also deals with agricultural credit, small watershed programs, rural electrification, rural development and farm security.

Bishop is a member of the House Permanent Select Committee on Intelligence, which helps shape policy for U.S. intelligence operations including the CIA, National Security Agency and FBI. He is the ranking Democrat on the technical and tactical intelligence subcommittee, which is responsible for determining the nation’s future intelligence needs.

A member of the Council on Foreign Relations, Bishop was Georgia’s representative on the Southern Growth Policies Board. He also served on the Governor’s Advisory Council on Drug Abuse in Georgia.

Bishop graduated from Morehouse College and earned a law degree from Emory University. Before being elected to Congress, he practiced law in Columbus.

Costello, who has more than 20 years experience in university advancement work, joined UGA in 1998. She oversees the units responsible for development, alumni relations, communications, government relations, special events, strategic planning and career services.
A native of Jasper, Ga., Costello was vice president for university advancement at Rice University before coming to UGA. She has also been vice president for institutional advancement at the University of Maryland; vice president for public affairs at the University of Texas Southwestern Medical Center in Dallas; vice president for university relations at Southern Methodist University; and associate vice president for university relations at Vanderbilt University.

Costello has been a trustee for the Council for Advancement and Support of Education (CASE), the nation’s leading professional organization for university advancement officers. She served on the Council on Federal Relations for the Association of American Universities, and served on a commission on campus concerns, public relations and tax policy for the National Association of Independent Colleges and Universities. She has served on the board of directors of the American Rural Health Association, and held leadership positions in the Association of American Medical Colleges. She has been a consultant to CASE on programs in South Africa, and has been a consultant to national executive search and public relations firms.

Costello received bachelor’s and master’s degrees in communication from the University of Kentucky, and completed most of the course work toward a doctoral degree in anthropology at UK. Later she studied in a Vanderbilt University doctoral program in public policy issues.
