General Guidelines for the MPA Comprehensive Exam

The exam begins at 9:00 AM and ends at noon. It is held in the BDAC computer lab in Baldwin Hall room 212. You should arrive at least 15 minutes early to sign in. You may type your responses or use pen and paper.

You cannot bring anything with you except a calculator, a pen (black ink), and white-out. No notes, books, cell phones, food, or drinks will be allowed. If you will be using a computer for your exam, please use 12 point Times New Roman font with one-inch margins (double spaced).

The exam covers four general subjects: (1) Public Administration and Democracy, (2) Public Personnel Administration, (3) Public Budgeting and Financial Administration, and (4) Public Management/Organizational Theory. Bring a calculator for the Public Budgeting and Finance questions. There will be at least two questions from each subject area; you are required to answer one from each area.

Your exam is only identified by your social security number. Each exam is read and graded by two faculty members. If they split on their opinion, it goes to a third reader.

The faculty have 2 weeks to read the exams, after which you will be notified by email of your results.

General Guidelines for the PhD Written Exams

A written examination for each field is administered on three successive Fridays early in the semester. Before the comprehensive examinations are taken, the student should have completed the required courses on the program of study with at least a “B” average. All incomplete grades must be resolved prior to the comprehensive examinations. Students are not permitted to consult notes, books, photocopies, or any other materials during the examinations.

The design of examination questions is the responsibility of faculty in each field. These faculty members decide what constitutes knowledge of that field and what level of mastery is required to pass the examinations.
