Educational Background
Dr. Coule began his career in medicine as an EMT and later became an emergency physician. He along with his colleagues created the National Disaster Life Support (NDLS) programs that now consist of four courses with a fifth program in development. Drs. Coule and Schwartz developed the concept of the DISASTER Paradigm (Detection, Incident command, Scene Safety and Security, Assess Hazards, Triage/Treatment, Evacuation, Recovery), a useful mnemonic for managing a disaster scene; as well as the concept of MASS Triage. The NDLS Programs are now taught in most states and are becoming the national standard for disaster medicine education. Dr. Coule serves as the Director of the Center of Operational Medicine which provides training and medical support for the FBI, DEA, and other federal, state and local law enforcement agencies. Dr. Coule speaks internationally on EMS and disaster medicine topics and continues to research the field of disaster medicine.- Board Certified in Emergency Medicine, American Board of Emergency Medicine

Roles and Responsibilities
Dr. Coule will function as project director for the Research Task 9 involving Law Enforcement and the Medical Security Interface. He will continue in his current role as the medical researcher and educator in service in liason with the US Intelligence Community a critical research function in this DHS Center.Dr. Coule will serve as the Co-Principle Investigator, representing the Medical College of Georgia in its role in support of the proposed Center of Excellence. He will lend his extensive experience in working with the FBI together with his intimate involvement in development of and offering the NDLS family of courses to the program.
