                <p/>At one time we talked about a proposal for a pilot plant
                to carry out the Staley process. What is the status of this
                pilot plant design and estimate? Maybe we should bring this
                proposal and estimate up-to-date so that if there is some move
                to make quantities of extract tobacco, we can present a statement
                as to how quickly we could get into production on a limited
                scale.

                    would wait for the results of the consumer panel test (HTI)
                    before going outside for a firm engineering design and cost
                    estimate. This is where we are except that my needle evidently
                    hit a nerve in that the HTI test is now

                            <emph>late</emph>!

                    the engineering study earlier - it can be arranged. I believe
