Huckaby, who worked for 20 years in Georgia government, including four years as the states top budgeting and finance officer, has been chosen to be the new senior vice president for finance and administration at the University of Georgia. Huckaby, who has headed UGAs Carl Vinson Institute of Government for the past three years, was chosen by UGA President Michael F. Adams from among three finalists recommended by a committee that conducted a national search to fill the post. Committee Chair P. George Benson, dean of UGAs Terry College of Business, said the committee received 64 nominations and recommendations. Pending approval by the University System Board of Regents, Huckaby will assume the position July 1, succeeding Allan W. Barber, who is retiring June 30 after 34 years at UGA. From 1991-95, Huckaby was director of the state Office of Planning and Budget, the highest financial position in state government. Previously he served as executive director of the Georgia Housing and Finance Authority and director of the Georgia State Senate Research Office. He also served three years as director of the Georgia Department of Community Affairs. "Hank Huckabys broad familiarity with state government, deep knowledge of state fiscal policy, and outstanding record in managing complex financial systems are precisely the experience and qualifications necessary to be the University of Georgias chief financial officer," said Adams. "He brings exceptional professional competence and impeccable personal integrity to this job, and I know he will keep the university on the same strong financial footing that has been the hallmark of Allan Barbers tenure." The senior vice president for finance and administration oversees all business operations at the university including the divisions for budget, accounting services, banking and investments and human resources. The vice president is also responsible for the physical plant, public safety, university architects and facility planning, and other administrative services. Huckaby joined UGA in 1997 as director of the Institute of Government. Among other initiatives, he has extended the institutes training programs beyond the traditional boundaries of Georgia to assist government and education officials in other countries, including the Ukraine, the Republic of Georgia and China. He has also strengthened the institutes research emphasis and resumed a series of publications that focus on policy analysis and information. Before coming to UGA, he was director of the fiscal research program at Georgia State University for two years. Huckaby began his state government service in 1973 as a senior policy planner for higher education in the administration of Gov. Jimmy Carter. He was appointed by Gov. George Busbee as the first commissioner of the Department of Community Affairs, and he headed the Georgia Housing and Finance Authority under Gov. Joe Frank Harris. As director of the Office and Planning and Budget for Gov. Zell Miller, he prepared and administered the states annual budget and was responsible for strategic planning, management improvement, research support and the state census data center. He also served on a number of state policy boards including the Governors Policy Council for Children and Families, the Governors Commission on Health Care Reform, the Governors Economic Development Council and the Georgia Student Finance Commission. He was on the governing board of the Distance Learning and Telemedicine Network, and served on the Governors Pay for Performance Task Force and the State and Local Government Fiscal Commission. Before joining state government, Huckaby worked in educational adminstration, serving as assistant dean of admissions at Georgia State University, and as registrar and admissions director at Gordon College. He holds an A.A. degree in liberal arts from Young Harris College, and a bachelors degree in political science and a MBA in international business from Georgia State. He is completing his dissertation for a doctorate in public administration from UGA. Huckaby has held leadership positions in several professional organizations, serving as president of both the National Council of State Housing Agencies and the Council of State Community Affairs Agencies. He was on the executive committee of the National Association of State Budget Officers, and was a board member of the Atlanta Mortgage Consortium and the Atlanta Housing Resource Center. He is currently vice chairman of the Governors State Policy Council for Children and Families and is on the national advisory board for the school of business at Clark Atlanta University. He is also on the board of visitors for UGAs School of Social Work, and on the Deans Council for Emory Universitys Rollins School of Public Health. ##
